They are called “AVATARS” and most of these come from what is becoming the universal site for them, Gravatars, or Globally Recognized Avatars. It is free to join and add your photo. Then when you use the corresponding email address while blogging/commenting on Gravatar-friendly websites, your picture will appear as well.
